Issue with installing new version

Question

I have download the new version and upload it to my server in order to update my site but after I point the server to my domain : /install/
It is saying ( Congratulation! The script has been installed. But it did not ask me for any database info I am still not able to login to the admin or member area of the site
This the message I am getting when i try to login is below, so how do I fix it?

 ( Connection failed: SQLSTATE[HY000] [1045] Access denied for user 'r�����m6'@'localhost' (using password: YES)

The error message indicates that there has been a misconfiguration of the database settings.

Do you want to proceed with a fresh installation? If so, please upload all the files properly. If there is a config.php file in the /common folder, please rename (or remove it if no longer used). Once it done, you can try the installation process again.
