I'd like a custimization

Question

I need the following customization: 

• 2x3 (forced matrix- board plan)
  • multiple stages or levels (5 minimum)
  • users promote to next highest level upon completion of board 
  • users recycle to first level, upon completion of highest level 
  • Downline follows sponsor upon completing stages (even in recycle)
• 100% offline payments or Fees (users will upload Proof of Payment) 
• Zero admin fees
• Admin will need the simple ability to set users as downline of a sponsor manually.
