Currently, no option from the Admin CP to disable this restriction. You need to update the file manually.

Please be more specific which file we have to edit to remove this rule?

Because sometimes when user enters password without fulfilling the rules and press submit the page reloads and prompt them about the error but it removes the "referral" (because the url refreshes as the default register url) and make them register without referral which should be considered an absolutely critical bug.
