Spread not working

I try 3x2 matrix. When the first level  full, new user register under A did not go to B, instead of it go under administrator

Can not reproduce a similar issue. Please check the payplan settings to make sure it ahs been configured properly, also read the documentation.

Please confirm if other users also have a similar issue.
