We have reviewed your video and tried to reproduce the issue, and the system successfully generates reentry account when member complete their matrix. We test it with same plan and also with different plan, both are working.
If deduct wallet fund option is enabled and member's wallet fund is not enough the reentry account will not be active.
We suggest to purge your current test members (from Admin CP, Maintenance page) and try again. During the test, make sure your plan settings are unchanged and try to start registering new members under member on tier 2 (e.g. A is referrer and sponsor of B, you can register next members under B), so when reentry occurs, you can see where the account is placed.
