error 403 can't login after installation

when I login to admin I am redirected to 403 error page kindly assist

This error started after I changed the domain from loftico.co.ke to mingiltd.com this january

Is it a fresh installation or moving the installation files from another location?

Please also check any error log on your server and post the error message here for further investigation.
